years ago there was a plan called seattle commons - to take a huge corridor of north downtown to underused lake union and create seattles own central park

none other than paul allen was behind this but it failed - hmmmmmm

by that time however allens vulcan development had acquired most of the land for that "public project" now worth billions - cuz…

warrants do not require a "hearing" in the sense of a formal presentation with 2 sides represented

usually the LEO/PROS walks in with a stack of papers and explains/persuades the judge to issue it

it is called an exparte (one side) hearing

and FISA procedures are basically secret

so im not sure what to make of this

but the fact Q posted it tells me it is serious deviation from practice tho
