Judicialanon here (not a judge), rumor has always been that with the FISC, there are certain pre-approved officials. These officials are green-lighted by the AG or POTUS to be able to submit a FISA with automatic approval. The judge who signs it knows there is no chance of exposure and they're compliance gives them grace for presidential appointments. Normally, a FISA applicant will have a hearing with a judge to determine if there is enough evidence to proceed or not. But those who are "pre-approved" essentially bypass the court. Why are they "pre-approved" applicants, because these are people completely in the pocket of POTUS or AG. RR, AM, and SY are 3 of the 7 who were.
