1. Understood - by passing the spying request thru the UK they were able to bypass US law limiting spying on US citizens in the US. Q is calling this "DECONSTRUCT".

2. Deconstruct includes D2? Spy insert?

3. Deconstruct includes non-FISA-warrant special operations?

4. Those warrant-special-ops were/are classified [from the?] public?

I read & understood the Wired article.

It's plausible that's what Q means by D2 Spy Insert. That is a technique that existed and could have been used. But the article doesn't use the term D2 at all or allude to anything like it.

The method fits as something that was possible. But doesn't exactly connect to what Q posted in any obvious way.
