Someone who doesn't have the classified info is trying to figure out what the classified procedures might be.
Thanks for finding it, but it seems kind of lame. Like, any of us, knowing what we know, could have guessed at those procedures.
Sorry, I'm not convinced this is Q's meaning of D2_SPY INSERT. The Wired article https://www.wired.com/2015/04/researchers-uncover-method-detect-nsa-quantum-insert-hacks/ was more plausible.

I did a search on
Alice
and it says (*) and (Alice) returned 1286 results.
I picked one at random and it was an email chain about a meeting on Syria. Some redacted. Mostly a lot of emails forwarded with a lot of names on copy. I did not see the word Alice. (But it would take a lot of time to thoroughly read each of these scanned PDF documents).
With OCR conversion from image to text your computers could scan the whole lot for any keyword.
