In any case, I had a theory that The Merovingian was supposed to stand for something that stood for what happened in the collapsing universes:
The Choice of Proper Love was not taken and thus, those Ones did what the system wanted, ultimately.
What is interesting is that all Ones know sometihng important that the Merovingian espouses upon: Cause and Effect. Essentially access to the God Mind to know what causes what.
That is why asking God during divination is better than asking anything else.
Ultimately, those failed Ones ('Messiahs' that turned towards Satan instead of God) work towards trying to stop Neo; as seen in the movie where they try to kill him and his team.
However, Persephone who actually knows what Love is and wants Love, acts against the Merovingian and expresses more Free Will by aligning themselves with God's intent and helping Neo and his team.
