Water purification systems would get a company access to any disaster area in the world where children are orphaned. They'd be first in and could kidnap children (orphaned or not) in the immediate aftermath and no-one whould know whether hey had persished in the disater or been kidnapped. And before parents had time to report their children missing (if they survived the disaster) they'd be gone.
