Reformed lawfag here. I'm be hesitant to point the finger at C.J. Roberts right now. He appoints and oversees but the FISC has a lot of autonomy (you know, since judges are all trustworthy individuals /s) Collyer is a different story, I'm not sure what her role in this is but it seems to be really up to the individual judges. The FISC rules state hearing only when called for by the judge. I have no experience with FISC but I'm pretty sure any of the judges assigned to the proceeding(s) should have held a hearing for warrant applications that involve surveillance of American citizens. They DEFINITELY would have (or at least SHOULD have) called for a hearing if the FBI had been honest with the court. And the warrant applications would have been denied. Err "should have" but who knows.
