You are right. MKultra is a programmed group of people. It doesn't make them evil necessarily. Some have done evil under various pretenses and experiments. Most MKultra people have handlers which are actually handled by handlers and so on… so it is more like a pyramid scheme of handlers. The more aware the system becomes as a whole, the 'better' it becomes.
There is a voice in their head, it explains why they do things and creates logic surrounding the action….

In some sense I would think. I guess everything is imperfect in my world. You could say their neurological framework is structured to believe their actions are important to the duality or non-duality of existence.
I guess what I was trying to say, I think the 'evil' believes that it is doing the dirty work that nobody else will do. They are the responsible ones for the bad things that happen in the world.
