1. Kill mass numbers of Americans

2. Grind to a halt any actions in Congress

3. Halt upcoming elections

4. Destroy the economy

5. Start war (if attributed to foreign power)

IMO opinion over the next 60 days leading up to the election we are at increased risk, hence these warnings. Sounds like their only card left to play, but it might explain why we haven't made a major move against high profile targets.
