It has been posited that SS has been comped for a long time. SS does not specifically work for POTUS, only a detail assigned for POTUS would actually work for POTUS. Secret Service is a branch of Homeland Security. When DJT took office, he declined SS detail (because of being comped) and used his own personal security detail he has had for years if I recall correctly.
