The CIA is only an "Agency" of the Government.

It can only do what a Department of the Armed Forces asks it to do.

the CIA only COORDINATES intelligence that comes in from the military departments –

OR RATHER — that is what it was AUTHORIZED to do.

The CIA was kept SEPARATE in the law that established the Departments of the Military.

It was not to be an "actionable" agency, only an assessor of the intelligence gathered through the various Departments.

CIA is Section 102

Act of July 26, 1947 ("National Security Act"), Public Law 80-253, 61 STAT 495,

"to promote the national security by providing for a Secretary of Defense; for a National Military Establishment; for a Department of the Army, a Department of the Navy, a Department of the Air Force; and for the coordination of the activities of the National

The Director of the CIA does not have a seat on the National Security Council.

Section 102 (d)

for the purpose of coordinating the intelligence activities of the several Gov departments and agencies in the interest of national security, it shall be the duty of the Agency, under the direction of the National Security Council

1. to advise the National Security Council in matters concerning such intelligence activities of the Gov departments and agencies as relate to national security

1. to make recommendations to the Nat Security Council for the coordination of such intelligence activities of the depts and agencies of the Gov as relate to nat sec

1. to correlate and evaluate intelligence relating to the national security and provide for the appropriate dissemination of such intelligence within the Gov using where appropriate existing agencies and facilities

PROVIDED that the agency shall have no police, subpena, law-enforcement powers, or internal-security functions

PROVIDED FURTHER that the departments and other agencies of the Gov shall continue to collect, evaluate, correlate, and disseminate departmental intelligence:

AND PROVIDED FURTHER that the Director of Central Intelligence shall be responsible for protecting intelligence sources and methods from unauthorized disclosure

1. to perform, for the benefit of the existing intelligence agencies, such additional services of common concern as the Nat Sec Council determines can be more efficiently accomplished centrally;

Nixon / Kissinger abandoned MIA/POWs in Vietnam, Laos, and other countries where they had been transported when there was evidence there were live prisoners

I can't help but think that THIS – the Vietnam POW/MIA – issue has everything to do with McCrap exiting the stage.

I think this will become front and center and there may well be a parade if there are living MIAs returned to the U.S. There is evidence that Americans are still alive in Vietnam.
