I'm wondering if previously signed BILL, by American taxpayers, did more than just pay for those hotel rooms?
A very dated but interesting article from 2005 about SCIF that credit AP for the story:

Anons, the above mention of portable SCIF made me Qoogle images, and the two random attached images are of Sensitive Compartmented Information Facility (SCIF) solutions by Modular Genius, but the article mentions another 'portable' source not checked out.
