c) maybe there's sanctuary in Palau, New Zealand, Lichtenstein, Vatican City, Switzerland, or some other terrestrial place still under cabal control.
d) Maybe Antarctica or some non-state place has room at the inn for a faithful servant of Satan.
e) Maybe there are off-planet options. Moon, Mars, non-public space stations… places where there's a human presence not necessarily known to the general public.
