With no change in rate, that would imply Huber is not done.
In order to work in secret with a finite resource, it looks like Huber has a max rare of 5000 a month.
Another steady-ish metric is that there seems to 1 CEO type resignation for every sealed case.
Maybe the number of sealed needs to hit 144k
