I like your way of thinking. And it most likely is just this case. A cult, or some secret group within a three letter agency, or connected with other powerful group/s. Dealing with kidnapping of children and even worse.

And this is extremely big and sensitive things we are dealing with. Q is our teacher with the all the answers. We are the students who answers.
