Yes. They have been instructed. Many are inspired and hopeful. Not really cabal just cause you work for people who are cabal. You may be guilty of a crime but have no relation to the cabal. You may work directly for a really bad cabal actor, but have no knowledge of it and have committed no criminal activity.
