It happened during a speech by Lieberman. The camera is usually on the speaker, except that he told a funny (well, everything is relative) and so they switched to another camera so they could show the VIPs chuckling.
That's the only reason we happened to see that particular interaction -- because it happened to be when the camera went off him for a few seconds.
But is it more likely that they just happened to pass the "candy" at that particular time? Or is it more likely that there were other "candies" being passed around (hey, it's safe because everyone is paying attention to the speaker, including the camera operators) and that is the only one that had bad timing?
