Possible stupid question: would the White House provide their own raw video to anyone who asked? They did livestream it, after all.

You're correct, but it's possible that the WH broadcasting team still had cameras in place to get those shots. If we were to obtain only a hi-quality version of the livestream cut, then we get nothing. If it's possible to ask for footage from other cameras, then we might have something.
It's a longshot, regardless.
Do the SOTU addresses and their footage become part of the Congressional Library? In the most literal sense, can someone check it out?
