How many people act with full knowledge? I would have seen Prism as a "holy shit people need to know about this" issue. The warrantless collection of data on such a massive scale is a constitutional issue which must be brought before the people.
Of course… This could be easily manipulated by various people. If we already know that politicians will chat away with foreign entities on Ham radio - it is conceivable they set up some kind of deal to have him "help Americans and get paid by Russians" - who were CIA agents or acting in accordance with a CIA plan.
This would potentially account for his damage to the NSA yet-not-against-Q status. It will probably be the case for a lot of people… Thought they were doing something to help prevent a dystopian state of control…and ended up serving its plans because they underestimated just how massive it had already become.
