What if the "suicides" by red scarf are not done by the black hats?

What if the red scarf "suicides" were done by the white hats to folks scheduled for the great roundup that were trying to go public too early? What if the white hats also need to have some sort of signal to everyone on the capture/release list that double crossing will be met with lethal force?
