Couldn’t Huber technically prosecute anyone, anywhere for federal crimes? He is a federal prosecutor. I know they usually handle their district, but is that more of a protocol than rule? More of a should vs shall?

Thank you. Maybe I didn’t word my question well. Could Huber, in theory, prosecute a federal case committed anywhere in the US from Utah? Is there a statute, administrative rule that prevents it? Or is it not done due to protocols because they would be stepping on someone else’s toes.
