I know for a fact that Google, Facebook and Netflix do what is called hot and rolling deployments (and most of the big companies do as well).

 

What this means is that they slowly roll out new features/changes to a small subset of users and when it is verified that there are no issues, it rolls out to even more users. Rinse and repeat until all the users have the new version. Now its possible that they were removing surveillance and it caused a problem which is why some users saw problems and some didn't. We will never know for sure. I can almost guarantee that they did not take Facebook down to remove it. Especially during the day on a holiday when they would have a lot of eyeballs. If you must take a system down you do it at night (like the 3am EST - 3am PST period where there is only 1 bread).

I'd offer to think about this differently. Is the problem that tech evolved faster than we are ready for or that tech was specifically created to control and enslave. (Tech being the iphones, AI, etc you are referring to).
