Yes, they have revolution in their blood but it takes a long time for the pressure to raise enough to act. Americans (well at least Patriots) are much more reactive. I admire that.

Yes, 30 years ago you could by guns just with an identity card (hunting rifles and 22LR), many people kept their gun without declaring it. Also many guns from WWII are still hidden in houses. Governemt knows it.

For my part I've took a licence in a shooting club, so that I have a few guns at home, as you said it may be usefull.
