There are countless examples of false flag tactics being used throughout history. Do you think they aren't used today? I can't see a reason they wouldn't be. If power finds its way to pursuing its goals blocked (due to the necessity of appeasing public opinion), then it uses the power it does have to induce the situation it needs to happen to unblock it. Just a standard tool that people with power tend to use.
