DARPA's Devilspawn Facebook, Twitter, Google, Alphabet, Yahoo etc are on POTUS' radar for good reason. We know how much they can influence public opinion, and now with their open censorship on all platforms it is reaching the level of a national emergency.

CNET outlined something that Obama did in July 2012 that might be coming into play.
With the wordy title "Assignment of National Security and Emergency Preparedness Communications Functions," this order was designed to empower certain governmental agencies with control over telecommunications and the Web during natural disasters and security emergencies."

"Security Emergencies". Isn't the free flow of information critical to the functioning of a representative republic? Doesn't the public have the responsibility to be well informed on electoral issues?
Does tampering with the free flow of information to the electorate rise to the level of a "Security Emergency"?
The secretive program is still in place, SOP 303.

This secret document codifies a ‘shutdown and restoration process for use by commercial and private wireless networks during national crisis.’”“In a 2006-2007 Report, the President’s National Security Telecommunications Advisory Committee (‘NSTAC’) indicated that SOP 303 would be implemented under the coordination of the National Coordinating Center (‘NCC’) of the NSTAC, while the decision to shut down service would be made by state Homeland Security Advisors or individuals at DHS. The report indicates that NCC will determine if a shutdown is necessary based on a ‘series of questions.’”

POTUS has the responsibility to ensure the public can receive the information it needs to make informed decisions and he has the tools to do it.
