Reid only instituted that for Federal judges, McConnell used hat to justify th option for the Gouch Nomination, thus emoving the filibuster rule for SCOTUS.
As for as I Can remember. The R's were trying to filibuster Hussein's appointments iirc, but they always do a shitty job.
