The video could stand a long analysis; but just to start, Petty sings "Don't come around here no more" many times;, i.e. warns her away; but she stays, and that's consent.
I didn't make it until the end of the music video but an anon pointed out they eat her at the end - at the Mad Hatter tea party.

There could be a whole lot of analysis on this Tom Petty music vid. Petty is said to have died this year! Coincidence.
