The ampersand was considered a letter in the past. It was appended to the end of the alphabet after the Z as "and per se &" which would mean "and, by itself 'and'" This was shortened to ampersand over years of use.

 

So it only means "and." Maybe the code is "minus and" or "minus plus" to show opposites. In my opinion, it's just non-standard grammar that means "(pause) andโ€ฆ."
