earlier today I posted this link about Military death penalty. I was glad to see anons notice the Kansas location and link it to TRUST KANSAS. I also noticed that POTUS would have to specifically sign off for any death penalty to be carried out. I think THAT signed EO is the one Q has referred to. The cases discussed in the Kavanaugh hearing related to Military Tribunals for citizens. Noname was retired military and because he was given burial privilege, he must have had some continued duty he was serving or held the possibility of serving. He could have been called back up for duty ( EO signed by POTUS shortly before the SA trip) then tried in Mil Courts. His burial and the rules are worth looking in to.
