the good ops always have more than one motive.
it's part of the control to have imposed the idea to look for a single one, which is very dumb, when you can finally realize it: think of things you do, in life, and ask yourself if you can easily assign a single motive for, say, going to a family picnic. You going for the time together, the weather, eating? a bit of all that, really, and likely other non-competing reasons.
if it's like that for such a mundane event, why would it be different for much higher stakes event like a 9/11 or long-con agent like Jones?
