Im not so sure he was ever a bad guy per se. I think bad guys wanted to use him and his tech/connections to do bad things tho. Whether or not he was a willing participant is still a mystery. My gut says he's just a nerdy guy who likes to shoot rockets and doesn't seem politically motivated. That doesn't mean he wasnt controlled by very powerful people.
