I don't think Brennan is actually referring to POTUS when he stated a wounded lion is a very dangerous animal. I think he is referring to the cabal of which he is a part and is making a threat. Any connection to the plane sicknesses?
Q knows the world is watching including bad people they are targeting. You know that feeling of excitement when he says something is going to drop? Imagine that being amplified x10 to the negative for the people being targeted… it makes them paranoid and prematurely initiate their plans which in turn gives Q team more information and weakens bad actors.
Stuff is happening but it's on the down low. When something big drops it probably won't be telegraphed, unless Q team believes they can leverage the Cry Wolf tactic.
