Just to repeat.

A SCIF room would be needed to defendants to meet with lawyers if facing charges that involves highly classified docs.

The SCIF room Q mentioned could imply that some of those including past presidents at no name funeral met with military court lawyers to discuss their cases.

In other words, the government or military set up the SCIF and made it available to defendants and lawyers at public cost but organised it there as all would be in one place to keep costs down and to keep a close eye on them.
