What is the logic behind "If RR is dirty, Mueller is dirty. If Mueller is dirty, RR is dirty", if the statements re: 'why did POTUS meet with Mueller for FBI dir when Mueller wasn't eligible?' still stand?

Is Q saying Mueller is no longer taking the better option via POTUS leverage, or does he mean that RR & Mueller are dirty as in they are both implicated in a lot of previous crimes?

This still makes the most sense to me. I don't think "dirty" is meaning that Mueller is suddenly flipping on POTUS and that he is now in danger of being caught by mueller, and just think it is a reminder that both RR and Mueller are both involved in high crimes. Soon they will no longer useful to us and then theyvwill be taken down for their crimes.
