I believe it was Churchill's Bodyguard who wrote in his memoirs that during the WW II era, the streets of NYC were considered very safe. He said that it was just assumed that every man walking the sidewalks with a hand in his overcoat pocket was clutching a concealed handgun. Like Churchill always did. Quite a deterrent.
