Hole not reamed but looks consistent with variable drill bit as shown in attached. Very sharp and leaves external shavings as the sides of the bit are very sharp where a standard drill is only sharp on the tip.
Also, the variable bit will slip on an uneven surface if a center punch was not used. Spacing of skips also consistent with the edge of the bit and would only need 1 rotation to create marks like that.
