"Tom Bates, interim commissioner of the Health Department, said various parties had raised concerns about marijuana smoking over time, but he wasn't sure who had supplied the language.

 

“I'm not exactly sure where it came from,” he said in an interview Thursday.

 

That uncertainty means two major changes to the state's marijuana framework were authored, voted on and approved with no public knowledge of who wrote them.

 

Lana Ivy, executive director of the Oklahoma Osteopathic Association, said several medical groups held “many, many discussions,” but Terri White, commissioner of the Oklahoma Department of Mental Health and Substance Abuse Services, was the driving force behind the two rules.

 

“Terri pretty much generated the recommendations and the medical groups got together and discussed them,” she said Wednesday."
