When this happened..the interaction between Pence/Officer most anons, along with myself, concluded that an attempt was made to pass a note. We only see one note still in her hand after the alleged pass. If there were two notes then it could have been done as the 'original' note was still visable for all to see as they moved away from each other. Pence appears to understand he has nothing in his hand and fidgets with his hand, as if to indicate "hey..no note!"
IMO an attempt was made and if there was a second note it was passed. It was not the original one we all saw.
