When its written right into all their job descriptions, that they have the power and authority to use deadly force when think that they or others are at risk of serious harm.

Unarmed does not mean 'not a deadly threat'.

Ask the cop who got killed by an unarmed man last month. Guy hit the cop with a rock, cop went down, guy took the cop's own gun and shot him with it. The cop didn't do what he was allowed to do- he should have shot the guy coming at him with a rock.
