Federal judge orders 32 Florida counties to print sample ballots in Spanish for Puerto Rican voters

 

 

A federal judge issued a 27-page ruling Friday that requires elections officials in 32 Florida counties to provide Spanish-language sample ballots for the November general election, according to published reports.

 

A coalition of voting rights advocacy organizations filed a lawsuit against the state in August, arguing that Florida Secretary of State Kenneth Detzner is failing “to protect the rights of Spanish-speaking Puerto Ricans to vote stateside.”

Where does it stand?

 

U.S. District Judge Mark Walker partially sided with plaintiffs, but indicated there is not enough time to order more extensive steps, according to reports.

 

The case potentially impacts more than 36,500 Puerto Ricans living in one of the 32 counties, according to reports. The figure does not include islanders who moved to the mainland after the devastating 2017 hurricane.

 

Since the election is less than two months away, Walker considered concerns from county elections supervisors who indicated it would be difficult to make sweeping changes at this late date.

 

He also stated that Defendant Detzner is Florida’s chief election officer and must uphold the enforcement of election laws.

 

Detzner previously argued that he has no relevant power over the county supervisors of elections, the report stated.

 

“Puerto Ricans are American citizens,” Walker stated. “Unique among Americans, they are not educated primarily in English — and do not need to be. But, like all American citizens, they possess the fundamental right to vote.

 

He also wrote: “Voting in a language you do not understand is like asking this Court [to] decide the winner of the Nobel Prize for Chemistry — ineffective, in other words. Courts have long held that the right to vote includes not only the right to physically enter a polling place and fill out a ballot but also the right to comprehend and understand what is on that ballot.”

 

He continued: “It is remarkable that it takes a coalition of voting rights organizations and individuals to sue in federal court to seek minimal compliance with the plain language of a venerable 53-year-old law.”

 

Walker did not address every demand. For example, he did not include provisions to have counties “create official Spanish-language ballots, absentee and early voting applications and ballots, voter registration forms or to hire certified translators,” according to NPR.

What did plaintiffs say?

 

Stuart Naifeh, senior counsel at Demos, one of several groups that filed the motion for the preliminary injunction, told NPR: “Today’s decision affirms what we have said in this case—that Puerto Rican citizens must be given full and equal access to the franchise. Individuals who are still dealing with devastating losses from Hurricane Maria should not also have to contend with discrimination at the polls.”

 

While the preliminary injunction is not a final ruling on the case, it suggests Walker is likely to side with the plaintiffs, according to NPR.

Bizarre Secret Tunnels Discovered After Deadly Fire Underneath Wealthy Hacker's House

 

A deadly fire underneath a wealthy hacker's Maryland home has exposed a bizarre underground nuclear bunker project that claimed the life of a young man he hired over the internet to dig tunnels, Askia Khafra, reports the Associated Press.

 

Maryland prosecutors portray Beckwitt, a 27-year-old millionaire, as a paranoid computer hacker who recklessly endangered Khafra’s life. In May, they secured Beckwitt’s indictment on charges of second-degree murder and involuntary manslaughter. -AP

 

Prosecutors say Beckwitt had a "paranoid fixation" about a possible nuclear attack by North Korea.

 

27-year-old millionaire Daniel Beckwitt took elaborate steps to conceal the tunnels, which begin 20 feet underground and extend approximately 200 feet out from from the property - going so far as to hide the location of his house from the 21-year-old Khafra, who lost his life in a Setpember 10, 2017 fire in Beckwitt's basement.

 

A police report said Beckwitt told investigators how he tried to preserve his project’s secrecy when he took Khafra there. Beckwitt said he would rent a car, pick Khafra up and drive him to Manassas, Virginia, where he had the younger man don “blackout glasses” before driving him around for about an hour. Khafra spent days at a time working, eating and sleeping in the tunnels. He had his cellphone with him, but Beckwitt used internet “spoofing” to make it appear he was in Virginia, according to Montgomery County prosecutor Douglas Wink.

 

 

Investigators found the younger Khafra’s charred body in the basement of Beckwitt’s Bethesda home. A hole in the concrete basement floor led to a shaft that dropped down 20 feet (6 meters) into tunnels that branched out roughly 200 feet (60 meters) in length. -AP

 

“These are the lengths the defendant went through in order to hide the truth from Askia Khafra as to where he was and to maintain the secrecy of these tunnels,” Wink said during a May 31 hearing.

 

Khafra met Beckwitt online and agreed to dig the tunnels in exchange for an investment in an internet company the younger man was launching.

 

Beckwitt lived alone in what are described as "extreme hoarder conditions," which forced he and Khafra to navigate through a maze of junk and trash, according to Wink. The tunnel dig had lights, an air circulation system and a heater which were supplied by a "haphazard daisy chain" of power strips which created a fire risk, according to the prosecutor.

 

Several hours before the deadly fire, Khafra texted Beckwitt to notify him of a smoke smell in the tunnels. Beckwitt responded by flipping a breaker that turned off the lights, however he turned the power back on when Khafra said he could not see. Prosecutors say Beckwitt ignored "obvious signs" of danger.

 

"I always feared something dangerous would happen to him" said Khafra's father, 69-year-old Dia Khafra, who says his son was impressed by Beckwitt's wealth.

 

“I think Askia was very trusting,” he said. “He believed in the guy.”

 

Dia Khafra said he only met Beckwitt once, when he dropped off his son at their home. He seemed shy.

 

“He said he made his money off bitcoins,” Khafra recalled. -AP

 

Beckwitt's attorney describes him as a successful "day trader" who has made millions trading stocks, and compared his client's concerns to "the days of the Cuban missile crisis."

 

According to AP, Beckwitt lived with his parents at the Bethesda house until he left for college at the University of Illinois, where he was arrested by campus police in 2013 for charges including computer fraud. Authorities suspected him of installing keystroke loggers on the Urbana school's computers. Beckwitt pleaded guilty and was sentenced to two years probation.

 

The conviction did not steer Beckwitt away from computers after he moved back to Maryland. In 2016, he spoke at a hacker convention using the alias “3AlarmLampscooter” while wearing a fire-resistant suit and visor that obscured his face.

 

Wink said Beckwitt was teaching his audience how to make thermite bombs to destroy computer data “to get away with hacking”.

Dissent in Riyadh: Saudi Royals Bicker Over Yemen War

 

Riyadh’s prosecution of its 2015 war in neighboring Yemen has seen some 10,000 killed and an estimated 5 million uprooted as Saudi Arabian citizens, military officials and now even members of the royal family increasingly decry the ongoing bloodshed.

 

In a rare show of discord from the ranks of the Saudi royal family, Prince Ahmed bin Abdulaziz — one of the last sons of King Abdulaziz, the founder of the Middle Eastern kingdom — was heard to blame the monarchy's unpopular war in Yemen on current Saudi Arabian King Salman and his crown prince.

 

Reports issuing out of Prince Ahmed's camp on Friday reveal that the senior Saudi royal may be considering exile following his unprecedented remarks, according to UK-based Middle East Eye (MEE).

 

Although public shows of dissent in the Middle Eastern monarchy are harshly punished, a rising groundswell of discontent regarding the ongoing bloodshed in Yemen — including documented atrocities involving the targeting of schoolchildren and hospitals with US-built bombs and missiles — has many Saudi Arabians expressing their frustration.

 

In a video tweeted by MEE, Prince Ahmed — speaking outside his London residence — is heard responding to those protesting the war in Yemen that the whole House of Saud is not to blame for the ongoing violence.

 

"There are specific people who are responsible," the prince said, adding, "don't blame the entire family," cited by al-Jazeera.

 

When he was asked who, precisely, is responsible for the killings of innocents in Yemen, Ahmed — of one of the brothers of Riyadh's King Salman — stated that those responsible are "the king and his heir apparent."

 

"In Yemen and elsewhere, our hope is that the war ends today before tomorrow," he added, according to al-Jazeera.

Detailed expense reports obtained by NBC Los Angeles reveal that taxpayers footed the bill for Sen. Kamala Harris' armed LAPD security detail on at least a dozen trips outside of Los Angeles under an "unusual arrangement" with former LAPD chief Charlie Beck that cost nearly $50,000 by NBC's count.

 

While the LAPD routinely provides security details to dignitaries and officials visiting the city, "a senior retired department official said the courtesy extended to Sen. Harris for her travels to other cities was unprecedented" given her role as a State senator, reports NBC.
