Hurricane Harvey and Irma were "juiced" hurricanes. I've been through Hugo, Floyd, Mathew, Irma, and others. I know what a naturally developed hurricane looks like. Watch this video: notice the pulse of microwave energy from a land-based tower just as Harvey comes ashore. Pay close attention to the storms rapid response and the formation of a flat edge, followed by cloud flaring and intensification.

Now look at these screen captures of Irma as it made its way across the carribean. Notice the edges? When's the last time you saw a circular vortex with GEOMETRIC ANGLES? This may be HAARP or other DEW. Either way, it appears "they" have the ability to artificially strengthen and sustain storms. I don't know if they can actually steer one but Irma holds the record for the longest sustained Cat 5 hurricane.
