"authority" is an information technology (IT) term that simply refers to a person who has specific privileges within a software system. For example here the person who creates a board has the ability to designate assistants (BVs) with lesser privileges, to delete or lock threads, rename things, edit posts, etc.
It's not a term of status, just a technical term of who can do what as defined by the software.
The anon I was responding to asked the meaning of BO and BV. In that context they were not asking about Bruce Ohr or Barack Obama, they were asking about who manages this board.
