It is a matter of rightly dividing the word. Prophecy vs. Mystery program, and/or Jews vs. Gentiles. You need to pay attention to who is being addressed in each book. Paul is the apostle to the gentiles. Those books are Romans - Philemon. All other books are to and about Israel (Jews).
