You are nowhere near understanding how the book of Romans applies to the world today. Nobody is. The reason is because it was written in the "typical of all Scripture" prose of the God that "exists to exist again" (I am that I am) - meaning it had application and validity for a time past, and has another "time" yet to be understood in a whole other paradigm (when the points of it then apply in similar ways but to very different entities).

Notice the different sets of laws we progress through in time. Add to this the times established by Moses for this to happen. The time of the son of man is the present. It began after the time of man (six days, or 6,000 years, from 4004 BC to 1996 AD). Numerous other measures of time in the Bible also confirm and explain this. They are found here:

The seven laws of the son of man are also thoroughly treated therein. They are the laws of nature, and a much higher "system of" law than those of man or the ten commandments. We have in fact, lived under them our entire existence, but have not known them. They now present themselves in our history all the way back to Moses in Egypt and beyond. The last dozen or so pages of that writing portray how we pick up "conformity" with them more nationally in the present - to our own blessing. The rest of the book goes back through history to show the pivotal points that teach them, and further describe them in a great many ways.
