Either party, or both, if you want a check on a baker it's the fastest way to make sure we see it. You do not HAVE to use report on the handoff, just if you want the incoming baker checked, not all bakers care, but some do and we want to make sure we're there for those bakers that do. Nothing changes, this is just a reminder about a function that can be used to get our attention for a specific purpose.

Outgoing baker is the one that's typically worried, I really don't care WHO reports the handoff, even anons. Smash that report button! We are here for you!
