Your state should have a procedure to officially home school. If you are following that procedure you're OK.

If you're just keeping them home, that may cause problems. If you're working through the official procedure there shouldn't be.

Lots of info & help on the web. Yes, my kids were home schooled at times.

Best strategy, IMO, is have a job that you can do anywhere, even worldwide, then move to where the best schooling is for that particular kid.

Where I live now (not US), there's no local school & residency requirements. Kids can go anywhere they want for school and can pick the best one for their needs.
