All looks like training stuff.
Looks to be regular training mainly T-38s & T-6s & T-1 Jayhawks.
I agree pre-planned response for the weather event.
The helos need to be close enough for a rapid response to where they are needed but far enough away not to be caught & damaged by the storm itself.
Many transports up & down E coast earlier (including a full squadron of C-2s heading SW towards Miss delta/FL pan handle) were seen heading out of the path of the storm, after prepositioning FEMA stuff or just getting out of the way ot the storm.
