In theory not much different than how wikileaks distributes insurance files.
You get lots of copies archived on the net.
Then you drop the instructions and password for decrypting.
There is no way to stop public distribution at that point.
Based on prior Q drops, I'd assume it would use PixelKnot and a simple password to decrypt.
