Imagine believing "it's just their culture"
Blacks have been living in white-western culture for centuries. When forced to behave (pre-civil rights), they still have trouble conforming to that culture, but it's almost manageable. When left to their own devices, they naturally degrade to African-style culture and behavior (chimpouts, wurlstarrrr).
Anyone who has gone to a majority-minority public school in the US knows this from first hand experience.
We aren't the same. You can't force a culture on a people who aren't biologically prepared for it.
