The solar flare "event" was going to be cover for an EMP blast. So who still has the ability to launch a nuke 30 to 300 miles over the US? Now out of those players, who has the incentive?

An EMP blast needs to be high altitude to be most effective. Just spitballing, but I don't think a cruise type nuke would be effective. That puts it back to ICBM's and a few subs. The UK is the only country besides USA, RUS and Prob China that have that capability. The UK has the incentive. Look where their carrier is. Did they bring some subs with them? Look where our task force is.
